| 摘 要： | 农村集体土地流转，是一项涉及面广、政策性强的工作，作为市级国土资源部门，在农村集体土地流转过程中，一定要把握政策，定好位子，积极参与协调决不能包揽一切。要切实履行自己的职责，要在集体土地流转过程中，对确需明确土地使用权的集体土地，要按照法律规定，做好土地权属登记和土地权属变更登记，以维护土地使用权人的合法权益不受侵害。

| Abstract: | Transferences usufruct of rural collective land is a widely effective policy work. The land and resources department of Baicheng city, in the transferences of usufruct of rural collective land, should follow the policy and direction, practice and participate actively, According to the law, the register and alteration register of land property right should be achieved to maintain the legal right of land user. |
