关于"扩权强县"的思考

随着我国经济体制改革的不断深化,社会主义市场经济体制的不断完善、政府职能的逐步转变、现代交通通讯设施的有效改善和县城经济的快速发展,“市管县”体制与现代经济社会发展的矛盾日益突出,弊端日趋明显。实施“扩权强县”,对现行的行政管理体制进行必要的调整与改革,赋予县域更多的经济社会管理权限,而后逐步过渡到省直管县,使之与社会主义市场经济发展相适应,应是当前中国国情下推进县域经济发展和行政区划体制改革的现实选择和长远战略。

The Necessity of Reinforcing County Rights for Its Prosperity

Along with the deep reform of economic system and further perfection of socialist market economy,the function of government changes progressively,and the facilities of modern traffic and communication improve effectively.Simultaneously,county town economy is growing rapidly;but in this case,the system of "Municipal County" now contradicts the development of modern economic society in many aspects.Therefore,if the active administration system can be reformed and adjusted to endow counties more rights of managements of economic society for the transition from "Municipal County" to "Provincial Country",and to adapt socialist market economy,that would be practical choice and long-term strategy for the promotion of county economy and the system reform of district division.
