高校新校区规划与建设热潮下的隐忧

在当前高等学校新校区建设热潮中,存在下列若干问题:选址与前期工作常出现违反建设程序、急功近利、仓促上马,选址不当,基础工作不到位、招标草率等现象;规划设计存在周期过短、规划成果重形式轻内容,导致理念设计没有落到实处等现象;环境景观设计中存在规模偏大、尺度失真,景观设计不因地制宜,重形式、轻功能等现象;建筑设计和建筑施工也存在缺乏特色、粗制滥造等现象。

Hidden Trouble in the Upsurge of Construction of New Campuses for Colleges and Universities

There exist the following problems in the upsurge of construction of new campuses for colleges and universities:violation of construction proceduresin site selection and in the preparation phase,eager for quick success and instant benefit,hasty commencement,improper site selection,not enough preparationand hasty bidding,etc.; besides,the period for planning and design is too short,more importance is attached to the form than the content of the planning result whichresults in the fact that the conceptual design fails to be implemented in practice;the scale of the environmental landscape design is too big with distortion in themeasure,failing to adjust measures to local conditions in landscape design and more importance is attached to the form than the function;and there exists theproblem of lack of features and rough performance in architecture design and construction,etc.
