| 摘 要： | 和我国其他城市一样，上海正经历一个快速发展时期，为了适应新形势，上海探索了特大城市规划实施的新方法。本文从上海特大城市规划实施的状况和存在的不足入手，分析了产生问题的原因，最后提出了完善城市规划实施的改进意见。
