| 摘 要： | 技术创新是一项系统工程，也是企业持续发展的动力。在企业的技术创新活动中，政府行为起着重要的推动作用，因此政府应当制定完善的相关政策、法规和制度，为促进企业技术创新提供良好的外部发展环境。

| Abstract: | Technology innovation is not only one systems engineering, but also the motive force of the sustained development in enterprises. The technology innovation action in enterprises, government behavior plays an important impetus role, government should establish perfect relative policies, rule of laws and systems, provide favorable exterior condition for promoting technology innovation in enterprises. |
