摘    要:为科学修复湿地,维持流域整体取用水安全及生态与环境安全,本文在分析流域"自然-人工"二元水循环及伴生过程演变与湿地生态演化作用机制的基础上,提出通过面向生态的水资源合理配置与管理,对湿地进行优先保护并提出实施要点.其内容包括:基于湿地生态服务功能,确立湿地生态保护目标和生态需水;将湿地作为优先用户,通过面向生态的水资源配置,确保其生态需水;开展湿地生态用水调度与监管,完善应急调度方案;在水资源管理中,完善取水许可与水资源费使用机制,其中优先保护湿地足核心.

Abstract:Based on the analysis on the hydrological evolution due to the effects of nature artificial dual cycling of water resources and accompanying variations as well as the mechanism of ecology evolution of wetland, the measures for realizing the implementation of ecology oriented reasonable deployment and management of water resources with priority given to protection of wetland are presented. The measures include: establishing the protection objectives and ecological water demand based on the ecosystem service functions, giving priority to protection of wetland and ensuring the supply of ecological water demand according to the principle of ecology oriented reasonable deployment of water resources, implementing the dispatch and monitoring of wetland ecology water demand and scheduling the plan for dealing with emergency situation, improving the regulation of water use permission and the right to use the water resources fee.
