摘    要:煤矿井下工况复杂、条件恶劣,当井下发生突发事件时,如何快速及时了解被困人员的位置并进行有效的通信联络,引导其有序撤离、科学避险,对于最大限度地减少灾害影响,降低人员、财产损失具有重大意义。通过程控电话调度台利用SIP服务器、VOIP电话网关实现对程控电话、小灵通、扩播电话、VOIP电话的统一调度指挥及其相互间的互联互通、广播呼叫,通过调度平台触摸屏虚拟按钮或者拨打电话实现对以上4个通信联络系统的直接呼叫。系统后台能够实现与安全监测系统和人员定位系统的联动。在平时生产中,能够实时了解井下人员的准确数量、流动情况及分布情况,从而提高矿井的生产效率。

Abstract:The underground working condition of coal mine is complex and bad,when the underground accident occurs,how to quickly and timely understand the location of the trapped personnel and to carry out effective communication and contact,to guide the orderly evacuation,scientific hedge,to the maximum to reduce the disaster impact,reduce personnel,property damage is of great significance. By using the program-controlled telephone dispatching station,SIP servers,VoIP telephony gateway were applied to realize unified dispatching and mutual interconnection,radio call among the program-controlled telephone,PHS,expanding sowing phone,VOIP phone. With the usage of virtual buttons on touch screen in scheduling platform and dialing telephones,the direct call of the above four communication system can be achieved. The linkage with the security monitoring system and personnel positioning system can be achieved by background system. In normal production,it is able to know the exact quantity,the flow situation and the distribution of the underground personnel in real time,so as to improve the production efficiency.
