| 摘 要： | 全国主要城市正大规模推进保障房建设，以期在商品房房价高企的时期能满足大部分群众的居住需求。而保障房目标的实现，直接体现在保障房的公平分配上，这也是目前保障房众多难题的焦点之一。文章从保障房分配层面，分析了保障房公平分配的难题与原因，探讨解决保障房分配难题的的途径。

| Abstract: | The major cities in China are promoting the construction ofindemnificatory housing on a large scale, it is hoped that it can meet the residential demands of the majority masses when the price of commercial housing is extremely high. In order to realize the target of i：ademnificatory housing,the most difficult problem is the fair distribution of indemnificatory housing. On the aspect of the fair distribution of indemnificatory housing,the paper discusses some reasons for the distribution difficulties of indemnificatory housing, so as to find the suitable solution of it. |
