| Abstract: | Modern western rational plan was created under the setting that the society was improving while the development of city was hampered. It is men's rational consideration about the development of city. This article analyses the process of the development of rational plan, discuss the evolution from paying attention to tool rationality to emphasize value Rationality and point out its enlightening meaning to China'city plan. |
