公共建设项目征地拆迁双轮驱动管理模式

摘    要:针对公共建设项目征地拆迁管理中存在的主要问题,提出了征地拆迁管理应遵循的3项原则,即政策性原则、统一性原则和整体性原则。构建了公共建设项目征地拆迁管理中以政府干预为主导、进度控制与费用控制双轮驱动的管理模式,并以武汉天兴洲大桥为例对征地拆迁双轮驱动管理模式进行了实证分析。
