城市社区就业服务体系探析——以天津为例

随着目前城市职工的“单位人”属性开始向“社会人”的转变,社区在社会服务、社会管理和社会控制等方面的重要性日见突出。从就业角度来讲,社区有容量大、领域宽、用人广的特点,发展社区就业是解决当前我国经济结构调整和产业结构升级中出现的下岗失业问题的有效途径。天津市在开展城市社区就业过程中也遇到了一些问题,急需建立完善的城市社区就业服务体系以促进再就业工作的发展。

On the Employment Service System of Urban Communities--take Tianjin as example

Nowadays,with the change of the city staff property from "unit person" to "social personnel",the importance of communities in social services,social management,social control and such similar aspects is increasingly prominent.From the employment perspective,community is also characterized by the width of the employment fields and huge capacity.The development of community employment is the effective ways to solve the worse unemployment problems arising from the economic structural adjustment and industrial structural upgrading of our country.This paper analyzes the problems in the course of the development of community employment in Tianjin,and makes some reform suggestions in order to perfect the service system of urban communities.
