区域协调发展的政策途径

分析了我国行政区经济利益博弈成为区域协调的障碍,建设区蔓延、区域产业布局各自为政,重大设施协调困难、重复建设严重等区域发展中存在的困境。探索区域协调发展的四种政策途径:第一,编制有效的区域协调规划;第二,建立有权威的区域协调政府;第三,设置功能单一的特别区及专门机构;第四,促进市场化改革,增进城际合作。

THE POLICY APPROACH TO COORDINATED REGIONAL DEVELOPMENT

The paper analyzes the main existing problems, including the interest competition of ad- ministrative districts, sprawl of construction areas, dispersive distribution of industries, uncoordinated arrangement of important infrastructures, and repeti- tion of constructive projects. The paper puts for- ward four approaches to the coordinated regional development. The first approach is to make an effec- tive regional coordination plan. The second approach is to establish an authoritative government. The third approach is to set up “Special Districts”. The fourth approach is to accelerate the market reform, and ex- pand the cooperation between cities.
