新时期浙江省乡村建设的发展历程及其政策供给

以新时期浙江省新农村建设为主要研究对象,重点梳理2003年以来浙江省乡村建设的实施过程,将之划分了两大阶段.第一阶段为乡村建设初始时期(2003-2010年),主要解决传统工业化快速进程中的农村环境“脏、乱、散、差”问题,包括乡村基础整治阶段,以及乡村环境污染深度整治与人居环境提升阶段.第二阶段为乡村建设深化时期(2011-2015年),重点开展美丽乡村建设,加强乡村公共服务设施的供给力度,不断培育具有自生能力的乡村特色产业,以吸引都市人口回流与聚集.浙江省乡村建设的政策供给及其对策措施也经历了两大阶段的演变,坚持分批推进和分类整治,从“以点连线”整治到“以线带面”建设,从改善乡村外在美到发扬乡村内在文明,不断丰富工作内容,提升乡村建设水平,走出了一条独具浙江特色的乡村建设道路.

The Development Process and Policy Support for Rural Areas in Zhejiang Province in the 21th Century

Based on an understaning of the new countryside construction program in Zhejiang Province,the paper divides the implementation process of the Thousand Demonstration Village Program into two phases.In the first phase,(from 2003 to 2010),the main task was the improvement of rural environment,including eliminating dirtiness,chaos,fragmentation and bad image that resulted from rapid rural industrialization.The program also encouraged renovation and general improvement of the living environment.In the second phase (from 2011-2015),the program focused on attracting urban residents by building beautiful villages,improve rural public service provision,and nurturing specialized industries.In addition,policy development and implementation also went through two core stages.The key strategy is to make gradual and categorical changes.Spatially,improvements take place from points to a line and then from lines to an area.By protecing beautiful landscape village culture,a unique way of building the new countryside is explored in Zhejiang Province.
