摘    要:城市绿地空间分布的公平绩效评价是衡量城市公共服务体系完善与否的重要内容。引入耦合协调发展理论,构建城市绿地公平绩效评价的指标体系,结果表明:(1)各片区生态效益、路径效率和生态需求空间分布存在较大差异,三者各向不同分值片区集聚;(2)尽管考虑了各片区生态需求的不同,但整体绩效最佳的片区仍集中于城市中心;(3)大多数片区更容易因为生态效益的降低造成绿地服务水平的失衡,继而导致整体绩效的降低。最后根据研究结果,提出城市绿地服务易与社会经济要素捆绑,形成空间上公共服务的马太效应,认为应从提升当地社会经济发展水平入手,合理运用耦合协调发展指数,统筹安排公共服务设施,从而更有针对性地做出规划决策。

EVALUATION ON FAIR PERFORMANCE OF URBAN GREEN SPACE BASED ON COUPLING MODEL OF COORDINATED DEVELOPMENT THEORY
Abstract:One of the standards to decide whether an urban public service system is completed or not is the evaluation on fair performance of urban green space. This paper introduces the coupling model of coordinated development and establishes an index system for the evaluation on fair performance of urban green space. The result shows that: (1) significant differences exist in the spatial distribution of ecological benefits, path efficiency and ecological requirement among different areas with each factor gathering toward different score zones; (2) although the different ecological requirements in different areas are considered, the areas with the best performance still concentrate at the city center; (3) in most areas, it is obvious that the reduced ecological benefits leads to the dropping of green space service level that in turn leads to a lower overall performance. In the end, based on the results, the paper points out that urban green space is easy to be bundled with other social and economic factors and forms the Matthew Effect. And it regards that efforts should be put into upgrading the local social and economic development level and using the coupling model of coordinated development rationally to arrange the public service facilities, so as to make more effective planning decisions.
