| 摘 要： | 介绍了柳州市洪水预警预报系统的组成及功能，并通过１ 个多月的系统试运行中的几场降雨资料，分析了ＶＳＡＴ 卫星通信中出现的雨衰现象，包括测雨站和中继站的雨衰影响，提出了在测站增加固态存储器，中继站采用１－８ ｍ 天线，卫星中继站与超短波中继站同时转发非卫星遥测站的数据互为备份等措施，短时间的个别雨衰不影响系统的性能。

| Abstract: | The authors introduce the formation and function of the flood prediction and forewarning system of Liuzhou city.Using the several rainfall materials in system test run for a month and more,they analysed the rainfall declining condition occurring in VSAT satellite communication and put forth improvement countermeasure to make system function being not influenced by rainfall declining. |
