| 摘 要： | 土地国有和土地有偿使用是我国城市规划的制度基础 ,促进城市土地资源的合理配置、确定城市公共物品的提供、推动城市经济的发展、降低城市土地利用的交易费用、减少城市土地管理中的寻租行为是城市规划的主要制度作用。要使城市规划得以发展、制度作用得以体现 ,城市规划机构必须在服务领域、体制以及管理等方面进行创新 ,以适应市场经济体制的发展
