| 摘 要： | 本文就高等院校在基础设施建设项目招投标过程中出现的重要权利岗位寻租等问题进行了分析，结合社会主义市场经济体制运行原理，对高校在招投标过程中的体制和改革提出了建议，并且对如何避免权利寻租提出了探索性的见解。
