基于行为选择的交通管理公众参与意愿转化机制

旨在分析交通管理公众参与意愿转化为实际行动低的原因。研究区域为西安市钟楼地区,并借助行为选择的前景理论,提出基于经济人假设的公众参与效用函数模型,进而定量测定交通管理公众参与意愿转化内在机制。结果表明：公众参与意愿转化度低,原因在于公众对参与交通管理带来的效用估测较低。同时,不同年龄段对参与效用的估测存在差异性,导致各年龄段参与方式选择的差异。

Conversion Mechanism of Willingness to Public Joining in Traffic Management Based on Behavior Mechanism

The purpose is to analyze why willingness of public joining in traffic management hardly translates into action. Take Xi’an Bell tower as the study area,and utilize behavior- selection mode and put forward utility function of public participation based on hypothesis of economic- man,then research conversion mechanism of willingness of public joining in traffic management used in quantitative determination method. It shows： The reason that willingness hardly translating into action is that the public value joining in traffic management low. Meanwhile,there is a gap during different ages,which results in the difference on selection mode joining in.
