基于行为选择的交通管理公众参与意愿转化机制

摘    要:旨在分析交通管理公众参与意愿转化为实际行动低的原因。研究区域为西安市钟楼地区,并借助行为选择的前景理论,提出基于经济人假设的公众参与效用函数模型,进而定量测定交通管理公众参与意愿转化内在机制。结果表明:公众参与意愿转化度低,原因在于公众对参与交通管理带来的效用估测较低。同时,不同年龄段对参与效用的估测存在差异性,导致各年龄段参与方式选择的差异。

Conversion Mechanism of Willingness to Public Joining in Traffic Management Based on Behavior Mechanism

Abstract:The purpose is to analyze why willingness of public joining in traffic management hardly translates into action. Take Xi’an Bell tower as the study area,and utilize behavior- selection mode and put forward utility function of public participation based on hypothesis of economic- man,then research conversion mechanism of willingness of public joining in traffic management used in quantitative determination method. It shows: The reason that willingness hardly translating into action is that the public value joining in traffic management low. Meanwhile,there is a gap during different ages,which results in the difference on selection mode joining in.
