Construction and management of Huaihe river closure for Linhuaigang flood control project

The Linhuaigang flood control project was a key project in China's tenth five-year plan.The Huaihe river closure was a milestone of the project's construction.In order to implement the State Council's important decision on accelerating the construction of the Huaihe regulation project,the Linhuaigang project's construction had to be speeded up to carry out the river closure one year ahead of scheduled time.The Linhuaigang Project Construction Administration of Huaihe Water Resources Commission carefully analyzed and investigated the characteristics of the Huaihe river closure and its several unfavorable factors,reasonably determined the management mode for the river closure project,scientifically formulated the river diversion and closure scheme, conducted the elaborate organization,resolutely made decision,and well coordinated with other participant construction units to overcome many difficulties,resulting in a successful river closure of the Huaihe river.
