| 摘 要： | 针对石化装置扩改施工中存在的固有的、潜在的隐患,分析事故发生的原因,探索并建立了承包商入厂HSE工作程序、HSE教育程序、危险作业程序及施工现场HSE管理程序这“四项”程序,并应用于扩改施工中,实现了零事故零伤亡的安全目标。

| Abstract: | ; In the aim at inherent potential hidden danger, when enlarging and revamping petrochemical plant is constructed, cause of accident was analyzed. Four HSE management procedures, i.e. contractor HSE procedure, HSE education procedure, dangerous operation procedure and construction site HSE management procedure, were explored and built, and were applied to construction of enlarging and revamping, so that safety target with zero accident and zero casualty was realized. |
