城市储备土地征购方式与补偿标准研究

在土地储备制度运行中，能否以合理的方式和价格取得储备土地关系到土地储备功能的实现，又涉及到原土地使用者的切身利益，需要综合考虚方案的理论性、政策性和操作性。本文结合绍兴市土地储备的实践经验，对取得储备土地的各种方式及其所涉及的权贵利关系进行了系统分析，提出了不同方式下土地补偿的原则、依据、内容和标准。

Research of the Mode & Compensation Criteria of Urban Land Requisition by Purchase

Under the operation ofthe land reserve system, whetherpeople can get the reserve land in areasonable way and price or not is notonly related to the realization of theland reserve function but also to theprofit of former land user. The theory,policy and operation of the projectshould be taken into consideration.Taking the reserve land practice ofShaoxing as an example, the mode ofgetting the reserve land and the rela-tions among power, responsibility andbenefits involved are discussedsystematically, the principles, bases,contents and criteria of the land com-pensation of different modes are putforward.
