关于提升我国铁矿资源对外谈判定价权的思考

中国是铁矿资源需求量最大的国家，在铁矿石淡判过程中虽然取得活语权，但却没有获得最大买家应该获得的定价权。中国钢铁企业粗放型经营，产能过剩、产业集中度低；多元化进口，在谈判时攥不成拳头；进口铁矿石纳入长期采购合同的量少；钢铁企业淡判经验和技巧不足等是中国在铁矿资源对外淡削中获得定价权的制约因素。大力发展节约型企业，发展循环经济；规范进口行为，严格海关申报程序，限制小批量进口，统一进口市场；发挥行业协会作用，统一对外谈判，统一定价；加大长期合同的比例；加大海外资源的丌发力度，争取多方面的支持将有利于我国铁矿资源对外淡削定价极的提升。

Thought on Increasing China's Pricing Power in Negotiation with Foreigners on Iron Ore Resource

China is a country that requires the largest amount of iron ore resource.Though it has had the speaking right in the negotiation on iron ore,China hasn't obtained the pricing power that a biggest buyer should have had.China's iron and steel enterprises which practice an extensive operation and have surplus production capacity and low industrial concentration degree can't unite as one in the negotiation.Few of them have included the iron ore import into the long-term purchase contract and they have insufficient experiences and skills in negotiation.All this has restricted the possession of the pricing power in the negotiation with foreigners on iron ore resource.Great efforts should be made to develop economized enterprises and recycling economy;standardize the import behavior,make strict the customs declaration procedures,restrict the small amount import and unify the import market;bring into play the industrial association's function to unify the negotiation with foreigners and the pricing;increase the proportion of long-term contracts and intensify the exploration of oversea market;and strive for the support of various sides,which will be beneficial to the increasing of the pricing power in the negotiation with foreigners on iron ore resource.
