建设工程质量监督执法管理工作信息化的研究与实现

通过对建设工程质量监督执法标准化的研究,找到了解决质量监督执法资源与工程建设规模矛盾突出、监督执法工作主观性和随意性强、监督执法工作的科学性和规范性不足等问题的理论依据及方法。然而,只有理论支撑尚不足以实现施工现场执法标准化的实施,需要借助现代科学技术的力量。近年来,伴随着移动互联网、云计算等计算机技术发展,为实现复杂运算、移动办公提供了可能。论文通过论述如何建立标准化的质量监督执法管理信息系统,提出了只有依靠信息化手段,发挥计算机与互联网技术优势,才能解决住建部《房屋建筑和市政基础设施工程质量监督管理规定》实施以来,工程质量监督执法"查什么"、"怎么查"、"检查结果怎么利用",以及如何履责尽责等问题的观点。

Research and Practice of Informationization of Construction Quality Supervision and Management

The theoretical gist and approach of obvious conflict between the resource of supervision, law execution and large scale of engineering, subjectivity and random of supervision work, lack of science and standard. HoweveL only have theory is not enough for implement of site law execution standardization, need by dint of modern science and technology. Recent years, along with the development of mobile internet, cloud calculation provides possibility to realize complex calculation and mobile office. The viewpoint of only rely informationization, exert advantage of computer and internet, can solve the question of ＂what should be checked＂, ＂how to check＂,＂how to use the result of check＂ in engineering quality supervision and execution, and how to do responsibility since the ＂regulation of house building and infrastructure quality supervision and management＂ implement which released by Ministry of Housing and Urban-Rural Construction.
