中国天然气汽车产业未来发展建议

近些年来,我国聚焦于以电动车为代表的新能源汽车产业,天然气汽车产业因此遭遇了极大的困难和挑战,急需围绕我国现实基础及战略目标开展天然气汽车未来发展走向的研究工作。为此,基于资源禀赋、战略安全、减排目标及产业技术现状,系统分析了我国天然气汽车的未来发展定位、趋势以及面临的瓶颈,并据此提出了相关发展建议。研究结果表明:①我国应该采取多元化的清洁交通技术发展路线,形成以新能源汽车为主、天然气等替代能源汽车协同发展的格局;②中长期内,天然气汽车仍将是我国实现节能减排、保障能源安全的现实选择;③LNG商用车将是天然气汽车未来发展的重点领域,中小城市CNG汽车的渗透率也将进一步提高;④我国天然气汽车产业目前还存在着政策不合理、标准不健全、续驶里程短、网点不完善等瓶颈。基于上述背景,提出以下建议:①明确发展地位,转变发展观念,完善政策扶持;②完善标准规范体系,强化技术创新;③推广高承压、新材料、新技术、新工艺天然气气瓶;④依托现有加油站资源,支持建设各类综合能源补给站,完善重点区域网点覆盖。

Suggestions on the future development of natural gas vehicle industry in China

In recent years, China has been focusing on the new energy vehicle industry represented by electric vehicles, which faces great difficulties and challenges. In view of this, it is urgent to take domestic realistic foundation and strategic goal as the core to research the future development trend of natural gas vehicles. Based on resource endowment, strategic safety, emission reduction targets and industrial technology status, this paper systematically analyzed the future development positioning, trend and bottlenecks of China's natural gas vehicles, and accordingly proposed the relevant development suggestions. And the following research results were obtained. First, China shall adopt a diversified development route of clean transportation technology to form a coordinated development pattern with new energy vehicles as the mainstay and alternative energy (e.g. natural gas) vehicles as the supplementary. Second, in the medium and long term, natural gas vehicles will still be the realistic choice for China to achieve energy conservation and emission reduction and ensure energy security. Third, LNG commercial vehicles will be a key field for the future development of natural gas vehicles, and the penetration rate of CNG vehicles in small and medium cities will also be further improved. Fourth, there are still some bottlenecks in China's natural gas vehicle industry, such as irrational policies, imperfect standards, short driving mileage and incomplete outlets. Based on the above background, some suggestions were proposed as follows: to define development status, change development concept and improve policy support; to improve the standard and specification system, and strengthen technological innovation; to promote the natural gas cylinders of high pressure, new material, new technology and new process; to rely on existing resources of petrol filling stations; and to support the construction of various comprehensive energy supply stations and improve the coverage of key regional outlets.
