新冠疫情及低油价影响下的天然气生产企业应对措施——以川渝地区为例

新冠肺炎疫情(以下简称疫情)全球性持续发展叠加国际油价深度下跌,导致全球经济形势恶化,也给我国天然气生产企业带来严峻考验。为了引导天然气生产企业正确应对疫情及低油价的影响,以川渝地区天然气生产企业为例,在分析国内外疫情防控形势和油价走势的基础上,深入研究了上述影响下该区天然气行业面临的挑战与机遇。研究结果表明:①天然气生产继续保持增长,但发展速度趋缓;②天然气市场需求疲软,供应宽松;③天然气价格或将下行,国家可能下调天然气基准门站价格;④天然气生产企业面临着较大的挑战,对后续优化生产组织、精细生产成本控制等提出了更高的要求。进而结合该区天然气市场环境与发展前景,提出了天然气生产企业在双重因素影响下的对策和措施:①加大四川盆地天然气勘探开发力度,加快建设国内最大的现代化天然气工业基地;②加快完善天然气管网和地下储气调峰设施建设,形成川渝地区蛛网式管网格局;③加快油气管网适应性改革,满足新形势下国家管网运营要求;④加大天然气市场营销,最大限度地刺激市场需求;⑤开展提质增效专项活动,提升企业创效盈利能力;⑥大力实施创新驱动战略,不断提升天然气生产组织的管理水平。

Countermeasures for natural gas operators under the influence of Coronavirus and low oil price: A case study of the Sichuan–Chongqing gas fields

The global Coronavirus outbreak sustains and accelerates the deep decline of international oil price, which not only leads to the deterioration of global economic situation, but presents a critical test for natural gas operators in China. In this regard, in such a case study made in Sichuan–Chongqing gas fields, we first analyzed the present situation of oil price trend and epidemic prevention and control at home and abroad, and carried out an in-depth study on the challenges and opportunities faced by natural gas operators under such great influence. We achieved the following findings: (1) Natural gas production will continue to grow, but slow down; (2) Natural gas market will be weak in demand and loose in supply; (3) Natural gas price may go down and government will reduce the price of natural gas benchmark gate stations; (4) Natural gas operators will have to meet great challenges with their focus especially on their follow-up optimization of production organization and fine production cost control. On this basis, we also put forward the following countermeasures and proposals. (1) Natural gas exploration and development should be further improved and the largest modern natural gas industrial base should be constructed as quickly as possible. (2) Natural gas pipeline networks and gas-storage peak-shaving infrastructures should be soon completed to form a cob-webbing pipeline network framework in Sichuan and Chongqing areas. (3) The adaptability reform should be accelerated to make the regional oil and gas pipeline networks meet the operation requirements of national pipe network in the new situation. (4) Natural gas marketing should be increased to stimulate demand to the maximum extent. (5) Special activities should be carried out to improve quality and efficiency so as to improve the profitability of natural gas operators. (6) Innovation driven strategies should be vigorously implemented and the management level of natural gas production organization should be continuously improved.
