引进海外天然气资源存在的问题及应对措施

根据我国天然气产业的发展和引进现状，探讨了在引进海外天然气过程中出现的主要问题：①国内天然气气价过低是引进海外天然气资源的最大障碍；②跨国天然气引进存在着资源和政治风险，已签订协议也面临较大变数；③天然气需求变化增加了引进海外天然气企业的经营风险。在深入分析上述问题的基础上，提出了相应的解决措施：①加快中国国内天然气市场培育与价格体制改革，逐步实现与国际接轨；②积极开展能源外交活动，扩展进口天然气来源；③逐步实行分季使用价格制度、完善国内供气合同模式、加大储气库建设力度，化解季节性销售变化的风险。只有未雨绸缪，提前做好准备，才能更好地分享世界天然气资源，促进我国经济发展。

PROBLEMS AND COUNTERMEASURES IN IMPORTING NATURAL GAS RESOURCES FROM ABROAD

In view of status quo of natural gas industry and natural gas being imported in China, this paper discusses a few main issues in the process of importing natural gas from other countries: a. rather low price of domestic natural gas; b. there always exists some unexpected risks either of resources or of politics in buying gases across countries even though a contract has already been signed by both sides; c. any change in demand for natural gas will increase risks for those importers in natural gas trade. Trough deep analysis on those problems mentioned above, this paper also puts forward the corresponding solutions as follows: a. natural gas pricing system and domestic gas market should be completed so as to run track with the global market; b. energy diplomatic activities should be encouraged to explore more and more importing gas sources; c. a reasonable gas pricing system should be performed according to different seasons, domestic gas supply contract should be perfected, and gas storage tanks should be increased in numbers to mitigate the risk in the fluctuated gas supply at different seasons. What we can do now is to make everything ready and perfect before importing gases from other countries, and that is the way for us to share much more gas resources in the world and possibly develop our economy rapidly.
