前一段时间，8月18日中国水利工程协会成立，让我讲讲水利基本建设领域有关改革的问题；10月24日中国水利企业协会第四次全国会员代表大会召开，计我讲水利企业的发展问题；今天中国水利水电勘测设计协会让我讲勘测设计单位改革发展的问题。我今天讲这样一个题目：认清形势，深化改革，做好新时期的水利水电勘测设计工作。我努力从专家的角度讲，供大家参考。
