关于确定城市防洪标准的几点认识

随着我国城市经济社会的迅猛发展，国家制定的《防洪标准》（GB50201-94）中有关确定城市防洪标准的某些规定已不能完全满足需要。在大量调查研究的基础上，针对城市防洪标准中的“城市”如何界定、城市防洪标准与城市所在的流域防洪体系防洪标准或者城市堤防防洪标准的关系等，提出城市防洪标准的适用范围为城市中心区，城市不同区域应分别确定不同的防洪标准，城市防洪标准应包括城市主要江河的防洪标准。

Considerations related to formulation of urban flood control standards

Along with fast development of urban economy and society in China, some provisions related to city flood control in the Flood Control Standard (GB50201-94) are not relevant to the present conditions. Based on intensive investigations and studies, aiming at how to define "city" in the flood control standard, the relation between city flood control standard and basin flood control system standard or city dike flood control standard, the scope of flood control standard of urban areas is defined as center areas of cities. Different areas of city should have different flood control standard, which flood control standard of cities should include flood control standard of major rivers in the city.
