富余可再生能源跨区电力现货交易的探索与实践

摘    要:近年来,随着中国可再生能源装机规模的不断增大,受装机集中度高、省内消纳空间不足、跨区输送机制不健全、省间壁垒突出等因素影响,弃风、弃光、弃水(“三弃”)问题日益严峻,“三北”和西南地区尤为突出,受到社会各界和政府有关部门的高度关注。梳理了“三北”和西南地区可再生能源消纳面临的严峻形势,分析了以市场化方式促进可再生能源消纳的必要性,研究了富余可再生能源跨区现货交易机制和方式,阐述了市场运行情况和成效,提出了存在的问题和建议,对促进可再生能源大范围消纳和正在试点的电力现货市场建设具有积极的意义。

Abstract:As continuous growth of the installed capacities of renewable energy in China, the curtailments of wind, solar and water energy has become increasingly serious, especially in the "Three North"(i.e., north China, northwest China and northeast China) and southwest areas of China, due to the high concentration of installed generators, insufficient local consumption of electricity, imperfect transregional transmission mechanism and interprovincial protectionism, which has attracted high attentions from various sectors and government departments. This paper analyses the severe situation of renewable energy accommodation in the "Three North" and southwest areas of China and the necessity of promoting the use of renewable energy in the way of marketing, studies the transregional spot trading mechanism and method of surplus renewable energy, introduces the market operation performance and effectiveness, discusses the existing problems, and proposes relevant suggestions, which is of great significance in promoting the extensive accommodation of renewable energy in a large area and the construction of pilot electricity spot market in China.
