油气田企业环境内化管理的组织与控制机制研究

通过强化油气田企业自身在环境管理过程中的责任意识,可以有效减低油气资源开发过程对周边生态环境产生的影响。为此我们提出了"环境内化管理"的思想,把环境保护的外在要求内化到企业常规管理中,形成环境保护的自我要求、习惯和责任意识;油气田企业需要对环境内化管理设置目标、制定内化管理制度;以交流协作、制度审查、运作维护为环节来保证环境内化管理的组织;以责任机制、信息披露机制、内部环境系统考评机制、应急预案处理机制等来保证环境问题内化管理的有效实施。

In order to ensure the effective implementation of the internalization management to environmental problems, the responsibility mechanism, the information disclosure mechanism, the internal environment system evaluation mechanism, and the emergency plan processing mechanism are also needed.
