| 摘 要： | 从招标要点报告，施工规划，工程师概算，资格预审文件招标文件的编制，以及招标，评标，定标的组织与参与等方面，阐述监理工程师在工程项目建设前期的主要工作和作用。作为监理工程师，应提前介入工程项目，及早了解掌握工程情况，针对可能出现的问题，预先做好相应的解决方案，真正做到“三控制，二管理，一协调”。着重强调监理工程师，早期介入工程项目的重要性。 |

| Abstract: | This paper sets forth the task and action of project construction earlydays on the tender report,construction plan,engineer estimate,qualification in quiry and so on.The main work and function of the consulting engineers are introduce before project construction,specially in the tender,the work that the consulting engineers were dealt with are explaining,and the importance that the consulting engineers approach to is putting emphasis in the first time. |
