Abstract:Capacity market, as an important component of the electricity market, can recover the fixed costs of generators, stimulate the effective investment and ensure the power supply, which has been already widely constructed in PJM(USA), UK and other regions. However, the current design of the capacity market mainly focuses on the power supply guarantee, which is inappropriate for its application under the high proportion of renewable energy circumstances and cannot meet the needs of the multi-objective regulations such as the energy transition and development. In order to achieve the sustainable development and transition of energy, a novel capacity market mechanism coordinated with multi-objective regulations is proposed in this paper. The proposed market, with both satisfying the total requirements of capacity supply and involving the additional energy structure constraints, can effectively promote the energy transition. Meanwhile, the marginal cost of capacity resources can be discovered with comprehensively competitions. Furthermore, this market can adapt itself to the decline in the cost of renewable energy(such as wind or solar energy, etc.) and the changing of market competition situations, which can replace the existing subsidies such as renewable portfolio standard. The simulation of the case study indicates that the proposed capacity market mechanism can meet the requirements of multi-objective regulations including sufficient supply, cost discovery, energy transition and so on. And the problem of energy impossible trinity can be effectively solved.
