生态文明视阈下矿业治理共同体探索——以陕西为例

山水林田湖是一个生命共同体,建设生态文明的矿业发展模式需要矿业治理共同体的有力保障,其共同和共享的理念能够深入渗透到政府行政管理文化之中,并且强有力地影响着政府与矿主的决策方向。矿业治理共同体力图做到:以绿色发展为共享价值取向、用行政权利搭建共同合作平台、建构追赶超越的命运共同体文化。构建治理共同体,需要构建整体性思维,统一规划部署;培育自治共治意识,提高公共服务能力;提升公共参与意识,形成监管合力;增强多方责任意识,创新管理制度;贯彻生命共同体意识,探索绿色矿业发展模式。治理共同体将追求绿色发展、非零和思维的理念和行动扩展到矿业活动的整个过程,从而形成生态文明的矿业文化。

Research on the Mining Governance Community under the Perspective of Ecological Civilization: Taking Shaanxi Province as an Example

The system of mountains,rivers,forests,farmland and lakes is a community of life. The mining develop ment model of building an ecological civilization requires strong support from the mining governance community. The concept of shared community can be incorporated into the government administrative culture and strongly influences the government and mine owners as well as the direction of decision making. The mining governance community strives to achieve: making green development as a shared value,administrative rights are used to build a platform for common cooperation,and build a community culture of shared destiny. To build a governance community,we need to build a holistic way of thinking,and unify planning and deployment,including fostering autonomous and co-governing awareness,and improving public service capabil ities;raising public participation awareness,and forming a regulatory force;enhancing multi-party responsibility awareness, and innovating management systems;implementing life community awareness,and exploring green mining development mod el. The governance community pursues green development,non-zero thinking concepts and actions expanding to the entire process of mining activities,thus forming an ecological civilization of mining culture.
