南水北调东线一期江苏境内工程勘察设计公开招标探索与实践

2005年12月─2006年3月,南水北调东线江苏水源有限责任公司率先组织对泗阳泵站、刘老涧二站、皂河二站3个项目的勘察、设计进行了公开招标,开展了南水北调工程勘察设计招投标的首次实践,在目前水利建设领域尚未颁布勘察设计招标文件范本情况下,根据国家相关法律法规,结合江苏境内南水北调工程建设管理要求以及招标项目的具体特点,研究制定了一套完整的招标投标操作办法,取得了良好效果,为积极推行南水北调工程勘察设计招投标制进行了有益探索,积累了经验。

Exploration and Practice of Inviting Public Bidding for Survey and Design of the First Stage of the East Route of South-to-North Water Diversion Project in Jiangsu Province

From December of 2005 to March of 2006,South-to-North Water Diversion Company of Jiangsu Province succeeded in inviting a public bidding of the survey and design of Siyang,Liulaojian and Zaohe three pump stations.It's the first practice in South-North water diversion project.Till now,there is still no model for painting issued about the tender of water resources project , In this article, according to the law and relevant regulations issued by the country,the authors succeed in making a integrative measures of the operation of the tender by basing on the specialties of the construction and management of the engineering in Jiangsu province ,and have done a good job.The successful practice and the helpful exploration is fairly meaningful in pushing ahead the tender of the survey and design of South-to-North water diversion project.
