| 摘 要： | 针对国内外电信新环境,文章从全面修订中国无线电频率划分规定,进行频谱有偿使用与运营执照发放改革,积极进行新一代宽带无线接入与宽带移动通信的频率规划,处理好市场驱动与技术驱动的关系等10个方面发表了对中国宽带无线频率规划,频谱管理及相关策略的看法,其中对频谱/轨道资源有效利用新技术进行了较详细讨论。

| Abstract: | In light of the new international and national telecommunication environment, this paper presents considerations on the development strategies of frequency planning and spectrum management in China, such as the complete modification of China radio frequency allocation regulations, reforms on spectrum compensation and operation license releasing, frequency planning for the new generation wideband/broadband wireless access and mobile communications, the proper handling of relationship between market driven mechanism and technology driven mechanism, etc., among which the new technologies for the efficient use of spectrum/orbit resources are discussed in detail. |
