Discussion on construction supervision for hydropower projects in China

Through the earlier,trial and steady development stages,the Chinese construction supervision work for the water conservancy and hydropower projects has accumulated some practical experience.The construction supervision system of taking the project owner -responded system as a centre and the tendering,contracting and contract management systems form a new structure of the project construction management system. With these systems,the results of good engineering quality,high construction speed and great investment benefit have been achieved in the construction of Manwan, Yantan,Geheyan and Guangzhou pumped storage power projects. Improvement and deepening, however, remain to be made in such aspects as the quality of the construction supervision personnel,the optimum selection of the social supervision unit by competition,the project management right of the construction supervision unit in behalf of the owner,the design unit playing a favourable role in undertaking construction supervision work,and others.In order to develop and complete the construction supervision cause of China, some problems such as studying the construction project management theory,strengthening the establishment of laws and regulations,developing the reasonable price policy, strengthening the management of professional societies.
