摘    要:清洁发展机制(CDM)是建立在《京都议定书》基础上的一种国际合作机制。水电是可再生能源,是符合要求的CDM项目,本文以四板沟水电站为例,按照联合国清洁发展机制的要求对其可行性进行了研究,探讨和分析了小水电额外性的论证原理、基准线的建立以及CO2减排量的计算方法。指出按照联合国清洁发展机制的标准,四板沟水电站具有明确的额外性,是符合清洁发展机制要求的项目,建立了四板沟水电站的基准线并计算了其每年CO2的减排量。

Abstract:Clean Development Mechanism( CDM) is an international cooperat ion mechanism based on the 5Kyoto Protocol6. Hydropower is renewable energy, and meets the requirement of CDM. For the Sibangou hydropower station, the authors discuss the feasibility of the project according to CDM regulation. The theory of hydropower additionality, the building of baseline and the calculation method of CO2 emission reduction are analyzed. The result of the study confirms that the Sibangou hydropower station has a definite addit ionality in accordance with the CDM regulat ion. Then the baseline is built and the CO2 emission reduction is calculated.
