摘    要:介绍和分析了中国电网现行的无功电价政策,指出其在客观上无法激励用电企业在功率因数达标后继续投资无功补偿,影响了电力需求侧无功自给水平,使电网电压质量和节能降损水平难以提高。为此,文章提出了修改现行无功电价政策的相关建议,包括提高减收电费比例并细化考核标准、逐步提高考核标准、考核实时功率因数、扩大功率因数考核范围等。

Abstract:The currently implemented reactive power pricing policy for power grids in China are presented and analyzed, and it is pointed out that the currently implemented policy cannot impel power consumption enterprises investing in reactive power compensation right along after the power factor reaches the standard, thus the self-supporting level of reactive power at demand side is affected, and it is hard to improve voltage quality of power network as well as the energy conservation and loss reduction level. For this reason, the authors propose suggestions to revise current reactive power pricing policy, such as increasing the abatement proportion of electricity charge, increasing assessment standard step-by-step, examining real-time power factor and enlarge examination range of power factor, etc.
