| 摘 要： | 针对长江三角洲跨界水污染问题治理困难的现状,采用协商的方式来解决跨界水污染问题及水事纠纷。根据目前长江三角洲跨界水污染问题的层次性特点,指出长江三角洲应针对不同的治理需求建立跨界水污染治理的多层次协商机制,分别从战略层面、管理层面和地方层面进行水战略协商、水行政协商和水事纠纷协商,各层次协商采用不同的协商组织形式,具有不同的协商内容。

| Abstract: | In consideration of some difficulties in transboundary water pollution control in Yangtze River Delta,the consultation mode is adopted for water pollution control and dispute settlement in water affairs.Based on the multi-layered characteristic of transboundary water pollution,a multi-layered consultation mode is built to meet different requirements of water pollution control,so that water strategy consultation,water administrative consultation and dispute consultation in water affairs can be performed at the strategy layer,management layer and local layer,respectively.Moreover,different organization forms are adopted in different layers of consultation. |
