深圳地区电力需求侧管理的回顾和展望

深圳电网在全国率先进行DSM试点,其经验可资借鉴。深圳市政府重视节能和循环经济工作,以错峰用电为主全面加强电力需求侧管理,先后出台了一系列有利于开展工作的政策措施并取得实效。2004年深圳市单位GDP能耗下降到0.525 tce/万元,介于日本和美国水平之间。对“十一五”期间政府主导规划和推动电力需求侧管理、设立专项基金、完善电价机制、培育需求侧管理服务市场、发挥供电企业主体作用等方面提出建议。

Shenzhen grid takes the lead in progressing DSM experimental unit in China.The experience deserves to use for reference.Shenzhen municipal government attaches importance to energy conservation and recycle economy work and reinforces DSM entirely giving priority to peak load shifting.A series of policy and measures in favor of developing work come on successively and get substantial results.Shenzhen GDP energy consumption per unit decreased to 5.25 tce per thousand yuan in 2004 that were between Japanese and American level.The author brings out some proposals that are related on government leading plan during the 11th five-year plan,improving DSM,setting up special funds,perfecting tariff mechanism,cultivating DSM service market and exerting main body function of power enterprises.
