二氧化硫总量控制和排污交易试点

Total Control Sulfur Dioxide Emissions and Trial Emissions Trading in China

This paper firstly introduces total emissions control of sulfur dioxide in China, then summarizes the development of emissions trading. After simply introducing the trial emission trading of sulfur dioxide in the beginning of 1990 s, the precondition and background of trial emission trading of sulfur dioxide in seven provinces and cities after 2002 was discussed in different aspects such as policy, economy and technology. Through describing the emission trading cases in Taicang and Liuzhou, the development of trial emission trading of sulfur dioxide in seven provinces and cities is analyzed carefully. It can be seen that through continuous try and practice, combining the experience of other countries with our practice, the emission trading system will be set up in our country, and the system will play more and more important role in environment administration of our country.
