| 摘 要： | 在分析灭火与应急救援行动安全现状的基础上，研判灾情类型、特点，结合作战指挥流程，提出灭火救援现场安全管控机制、消防员安全行动规程和紧急救助小组安全行动规程等措施，目的是把控灭火与应急救援行动安全要素，提升现场安全管控成效和紧急避险、紧急救助能力，最大限度地减少消防员伤亡。

| Abstract: | Based on the analysis of the safety status quo of fire fighting and emergency rescue operations, the types and characteristics of the disaster are studied, and combined with the operation command process, the countermeasures of the safety control mechanism of the fire fighting and rescue site, the safety operation regulations of firefighters and the safety operation regulations of the emergency rescue team are put forward. The purpose is to control the safety of fire fighting and emergency rescue operations, improve the effectiveness of on-site safety management and control,and the ability of emergency avoidance and rescue, and minimize the casualties of firefighters. |
