| 摘 要： | 发展战略性新兴产业已成为世界主要国家抢占新一轮经济和科技发展制高点的重大战略。我国将节能环保产业列为"十二五"时期七大战略性新兴产业之首。本文构建了"企业主体功能发挥——政府辅助扶持——行业环境营造"三位一体的战略性新兴产业发展的理论架构,在此基础上借鉴加拿大实践经验,对广东省节能环保产业的发展提出进一步改进提升建议。

| Abstract: | Developing strategic emerging industries has become a significant strategy in major countries to seize the commanding heights of a new round of economic and technology development. Our country has made the energy saving and environmental protection industry the priority among the seven strategic emerging industries in the Twelfth Five-Year Plan time period. The paper constructs the trinity theoretical framework of strategic emerging industries development, that is,"enterprise’s main role-government’s auxiliary support-industry environment creation"; on that basis, taking the practical experiences of Canada as a reference, it gives further improving suggestions to the energy saving and environmental protection industry development in Guangdong province. |
