摘    要:针对变电站施工作业人员安全管控效率低、缺乏整体评价的现状,提出了一种变电站施工作业人员安全管控及评价方法。设计了相应的安全管控及评价系统。描述了该系统分层式的结构,分析了人员安全管控的技术内容。提出了以人员面部信息为索引的人员安全管控信息存储和管理方法,以及变电站施工作业人员安全管控指标的量化方法、人员安全评价方法。从人员基本信息符合度、安全培训完成度、安全测试达标度、身体机能指标良好度、施工作业过程规范度五个方面对人员安全管控进行量化和综合评价,提高了人员安全管控的科学性与合理性,增强了变电站施工作业的整体安全性。

Abstract:There is low efficiency in safety management and a lack of overall evaluation for substation construction personnel.Thus this paper proposes a safety management and evaluation method.In addition,a corresponding safety management and evaluation system is designed.This paper describes the hierarchical structure of the system,presents an analysis of its technical content,and proposes a method of storage and management of personnel safety management information based on an index of personnel facial information.It puts forward a quantitative method for safety management indicators for substation construction personnel and a method of personnel safety evaluation.This method quantifies and comprehensively evaluates personnel safety management from five aspects:compliance with basic information of personnel,completion of safety training,compliance with safety tests,goodness of physical function indicators,and standardization of the construction process.This method improves the scientific and rationality of personnel safety management,and enhances the overall safety of substation construction.
