摘    要:2021年2月中旬,极端冰雪、寒冷天气袭击了美国得克萨斯州(简称"得州"),导致了得州电网大停电事故,近500万用户停电,严重威胁了社会生产和生活。介绍了得州电力系统基本情况和大停电事故演化过程,并从技术、管理和体制方面分析了事故发生的原因。结合电网规划发展需求,提出了防止大停电事故发生的相关建议,从加强电网安全管控、紧急事故应对、电网差异化规划、应急物质储备等方面提出了多项措施。这些建议可为电网规划运营及管理人员提供参考。

Abstract:In February 2021, extreme snow and cold weather hit the State of Texas, United States, and caused the Texas power grid blackout. Nearly 5 million electricity customers were hit with power outages. Industrial production and even human life were seriously threatened. This paper describes the basics of the Texas power system and how the Texas blackout evolved. The reason for the blackout is analyzed from the aspects of technology, management and organization. Suggestions for preventing power system blackout accidents are put forward, combining the development needs of power grid planning, in terms of strengthening power grid safety management and control, emergency response, power grid differentiation planning, emergency material reserves, etc. These suggestions can provide a reference for the power grid planner, operator and manager.
