考虑全过程管理的火电厂技改项目造价评价体系研究

摘    要:为了引导电厂找出技改项目全过程造价管理的薄弱环节,并采取对策加以改进,研究了考虑全过程管理的火电厂技改项目造价评价体系。首先分析了火电厂技术改造项目全过程各阶段造价管理工作重点,构建了技改项目全过程造价管理评价体系;然后通过层次分析法(analytic hierarchy process,AHP)和模糊综合评价法对技改项目造价管理进行评价;最后以某火电厂技术改造项目为例,得出要使项目全过程造价管理达到"好"的水平,就应该重点加强招投标阶段管理工作的结论,验证了评价模型的合理性和实用性。

Abstract:For finding out the weak of cost of construction management in overall process of technical improvement and tak- ing countermeasures to make it better, this paper studies the cost of construction evaluation system for technical improve- ment project of thermal power plant based on overall process management. It firstly analyzes emphases of management in every stage, establishes the cost of construction evaluation system for technical improvement project; then by analytic hier- archy process and fuzzy comprehensive evaluation, it evaluates cost of construction management for technical improvement project; at last, taking one technical improvement project of thermal power plant for example, it draws the conclusion that in order to reach a good level for overall process cost of construction management , it is necessary to emphasize on conclu- sion of bidding management and practice verifies its rationality and applicability of the evaluation model.
