中国城市地下空间资源的最优利用研究

摘    要:立足于城市地下空间可开发量的有限性和开发利用的不可逆性,城市地下空间资源是一种可耗竭资源。中国的城市地下空间资源产权属于国家,开发利用是由政府主导的。在产权归国家所有条件下,通过对豪泰林可耗竭资源最优开发利用模型进行拓展分析发现:第一,城市地下空间的开发利用量、政府增加的存量作为两个控制变量,决定着城市地下空间开发利用的跨期利润最大化的最优条件;第二,城市地下空间资源的经济租在其整个生命周期的变化将取决于初始存量和开发利用成本的状态;第三,与其他资源一样,城市地下空间资源在开发利用过程中存在一个各期的最优利用开发量,这个最优开发量既能保证当期使用者的需要,也不会影响后代的需求。

Abstract:Based on finiteness of exploitable quantity of urban underground space and irreversibility of its development and utilization, the urban underground spatial resources are one of exhaustible resources. The property rights of underground spatial resources of cities in China belong to the state, thus the development and utilization of these resources is dominated by the government. Under the condition of property rights belonging to the state, it is discovered through expansive analysis of Hotelling optimal development and utilization model of exhaustible resources that: first, development and utilization quantity of urban underground space as well as additional stock from the government, as two control variables, decide the optimal conditions of maximizing inter-period profits of development and utilization of urban underground space; second, change of economic rent of urban underground spatial resources in the entire lifecycle will rest with the conditions of initial stock and utilization cost; third, similar to other resources, an optimal utilization quantity of every period exists in urban underground spatial resources during the utilization process, which not only guarantee the need of current users, but will not affect the needs of their descendents.
