以绿色水利推进浙江省节水型社会的建设

C型发展模式要求在发展的过程中建立资源节约、环境友好型社会。绿色水利是C模式在水资源的开发和利用领域中的一种体现;节水型社会的建设不同于一般意义上的节水,它是对生产关系的变革,是制度的建设。对于浙江省来说,未来的15年将是节水型社会建设的关键时期,贯彻绿色水利的四个基本思想将会对浙江省节水型社会的建设起到很好的推动作用。

The C development mode is required to construct an environment friendly and resources-saving society.The water management under green concept is an embodiment of the C development mode in water resource utilization and development.The construction of water-saving society is different to the"saving water"in common sense.It is a transform of the production relationship and a system construction as well.The next 15 years is the key phase for Zhejiang Province to construct the water-saving society and the promoting role is to be placed in the construction by carrying through the"four basic thoughts"of water management under concept of green.
