| 摘 要： | 落实党的十六大提出的全面建设小康社会的宏伟目标,对水利工作提出了更高、更严、更迫切的要求,其中一个重要的方面就是要强力推进水利的依法管理、科学管理和民主管理.这是近几年来水利发展形势的要求,也是落实科学发展观的要求.从四川省水利工作的实际出发,探讨了把水利工作的重点转移到管理上来的形势分析和工作要求.

| Abstract: | In order to realize the target of establishing a well-off society in all round way, higher, more strict and urgent requirements are laid on water undertakings, and the most important is to strengthen management according to laws and regulations, in scientific and democratic manner. It is emphasized that the focus of water sector should transfer to water resources management, by considering the actual situation of water management in Sichuan Province. |
