生态友好型水库调度控泄方案的评价

摘    要:通过对水库下泄流量范围的控制,表达河流生态系统对径流的要求.针对各种控泄方案,以最大化经济目标为准则对水库运行方式进行优化.假定建库前的天然径流系列是最为理想的状态,通过比较某控泄方案下的调度出流与天然径流的贴近程度,来衡量该控泄方案与生态的友好程度.在此基础上,建立了生态友好型控泄方案的综合评价指标体系,并应用基于欧氏贴近度的复合模糊物元法进行计算,实现了不同方案的综合比选.以二滩水电站为实例,结果表明所建立的评价模型是可行的.对于二滩水电站,尽量维持径流天然特征的调度方式,在水库长期调度中能较好地兼顾发电与河流健康.

Abstract:Aiming at all kinds of control schemes of the release discharge,the reservoir's operation mode is optimized under the rules of maximizing the economic object.It is presumed that the inartificial runoff series before building the reservoir are the perfect state,then the friendliness degree between one control scheme and the ecology can be weighed by comparing the approach degree between the discharge operated under this scheme and the inartificial runoff.Based above all,it is established that the integrated evaluation indicators system of the eco-friendly control schemes of the release discharge;and it is used that the composite fuzzy matter-element method based on the Euclid approach degree for computation;then the different schemes can be synthetically compared.A case study is given to the Ertan Hydropower Station;and the results show that the evaluation model established in this article is applicable.For Ertan Hydropower Station,the operation mode which maintains natural characteristics of the runoff as much as possible can preferably combine the electricity generation and the health of the river in the reservoir's long-term operation.
